The four episode "Road to Independence" -campaign, which acts as a tutorial campaign to the game, includes a few additional factions. After completing the first three episodes, a grand campaign style fourth episode is unlocked, with the United States as the playable faction.
After the battle you enter the campaign map again with control of only Boston. To claim victory you need to control a total of fifteen regions including the eight main colonies. You should strike against Maine first as this is a major hub of British troop movement from Canada. After you take Maine you should try to build a full sized army to move against New York. After you conquer each region you need to secure it and rebuild your army as the British forces will be extremely plentiful. Pennsylvania is the next best target, expect a strong defense unless the British forces inexplicably leave to pillage your countryside. Once you control Pennsylvania you will be able to sign military alliances with most the tribes easily and you will have cut off the flow of British troops to the southern colonies.
Act four is the meat of the road to independence campaign, it is basically a full grand campaign mode where you play as the Americans. In this act you must capture 22 regions total and hold seven listed victory regions. All the victory regions are in the Americas and map out the formation of the early United States. The best way to approach this act is by forming trade alliances with low impact trade partners like the Maratha Confederacy, and move initially against the native nations of the Americas who have few allies.
You will notice because of your late start you start with a large number of technologies. This makes upgrading your various buildings critical as many can be upgraded two or more times successively based on what technologies you have. During the first turn you should also begin recruiting an army in Pennsylvania. The best technology to research first, based on your extremely advanced start is National Debt which will save your empire tons of money on upkeep.
In the 18th century the Ottoman Empire was in the midst of a steady decline, especially compared to the emerging states of Russia, Austria, and Great Britain. The major European powers even gave the failing empire the derisive nickname "The Sick Man of Europe."
Their empire is overstretched and threatened by powerful neighbors in the form of the Tlaxcalans. Defeating them early can be difficult, but is highly recommended. The arriving Spanish conquistadors pose the greatest worry. Unarmored warriors going toe-to-toe with enemies using gunpowder and steel makes every encounter dangerous.
A story-driven campaign entitled "Road to Independence" is also included, allowing the player to guide the foundation of the United States of America in three structured chapters.[6] The first sees the player establish and develop the English colony of Jamestown, the second focuses on George Washington seeking to expel the French from the Ohio Valley in the French and Indian War, whilst the third has the player directing the American Continental Army against the British in the War of Independence. This campaign is goal-oriented and strictly historical, and also functions as a tutorial for the gameplay, both military, economic and political. Completion of "Road to Independence" unlocks the newly formed United States to use in a shorter, later version of the full campaign.[7]
The main campaign of Empire: Total War involves a player choosing a faction and moving to forge a global empire during the 18th century. Each faction controls various historical provinces, each with a regional capital, and a number of other settlements ranging from minor villages to prosperous sea ports (as long as they are coastal territories). The player can recruit armies and navies to take and defend provinces by military means, or adopt diplomacy and politics to make advances in the game. In addition, players can use economics and religion to their advantage, as well as clandestine means such as espionage and assassination.[5] The campaign mode is turn-based, with each turn representing six months starting in summer or winter, allowing the player to attend to all needs of their faction before ending their turn and allowing the artificial intelligence to make all other factions' moves.[8]

The Tutorial teaches the basic operation of the game, and some rewards. There are two levels of difficulty, Normal and Hard, in the Mainline Campaigns. Players can unlock the Hard mode after finishing the Normal mode.

Chaos Undivided is presented to us as a faction for the every-chaos-man. This is a faction that gives a chaos player, or just a general bad guy appreciator, access to every single chaos faction. You play as a Demon Prince, who is trying to use the boons of every God to his benefit. As you play through the game, conquering cities and winning battles, you can dedicate those locations and victories to different gods. As you do, you build up a type of experience bar, then unlock different customization options for your demon prince. I understand why this faction was saved as the last one to be revealed, as it is by far the coolest one and one of the most rewarding to play.
Something to keep in mind is that although there is a benefit to declaring for different gods to get different bonuses, you will want to go heavy into one of the Chaos gods early to unlock mid-tier units. I spread myself out too much early on and found myself stuck with a collection of Tier 1 units when I was running into Tier 2, tier 3 enemies. After you build up one God very highly, you can begin to branch out to the rest.
Player access to the United States can be purchased on Steam or the Microsoft Store. It could previously be unlocked for free by completing limited-time challenges based on the present-day fifty American states.
Upon completion of the ACW, the focus Victory in the Civil War unlocks which once completed will unlock the focuses Begin Reconstruction and either Democracy Triumphs or The American Caesar depending if MacArthur decides to restore democracy.
With the end of the 2ACW, either with a total Federalist victory or a ceasefire between the PSA and USA, MacArthur will have the chance to restore democracy. He will do so by appointing a puppet president (with the Shadow President trait), who will hold office until the next scheduled election. If the PSA exists, it will offer the US its annexation, but could stipulate that MacArthur be arrested for leading the coup of 1937. If the President of the US agrees, he will loose the trait and participate in the next election.

Apart from laws, the best way to induce huge changes in your country is by investing in Institutions. These are tiered policies that you unlock by enacting certain laws, and you can choose to invest Bureaucracy in them to level them up.
Unlocking an institution will automatically set it at level one, which does cost some Bureaucracy. Simply unlocking the Institutions isn't always enough to let you level them up, though - some of them require that you increase your maximum Institution level through specific, more advanced laws. Also, some Technologies will raise the max level of an Institution but do not unlock them outright.
